What applies to a Malibu home right now?
Malibu Municipal Code Chapter 17.53 has been in force since August 12, 2020 for projects requiring permits (exemptions in MMC 17.53.030(B)). Existing state law also requires roofs and gutters clear of leaves and needles. As of September 19, 2026 there is no statewide Zone 0 regulation in force.
What is the 0–5 foot zone?
It is the first 5 feet around a building. Malibu's Chapter 17.53 limits hedges, flammable fences and walls, and non-fire-resistant mulch there on projects requiring permits. A statewide Zone 0 regulation is Proposed — not in force.
What do I need to change?
That depends on your property and on whether you are doing permitted work. Clearing combustibles from the first five feet is Recommended now. Confirm what applies to your project with the City of Malibu.
Is there a deadline?
