A wood fence is a fuse connected to your house
Embers do not need to reach your house. They only need to reach your fence. A wooden fence that touches your home carries fire straight to the wall, the eave, the attic vent.
Malibu saw it at scale in November 2018. Woolsey's embers rode 50-plus mph Santa Ana winds across the Santa Monica Mountains, and street after street lost homes to ignitions that started at the property line. IBHS ember research is the reason fences are called out by name in the April 2026 draft.
Malibu lots make it worse: narrow side yards between close-set beach parcels, long gate runs on canyon properties, and wind corridors that funnel embers down Malibu Canyon, Corral Canyon, and Latigo Canyon.
What a Zone 0 compliant fence looks like
You have three material paths, and one shortcut. Compliance is about the five feet nearest your home, not necessarily the whole fence line.
Metal
Steel, aluminum, and wrought iron all pass in Zone Zero. Marine-grade finishes matter in Malibu: salt air corrodes standard coatings, so specify for the coast.
Masonry & block
Block walls, brick, and stone are noncombustible and permanent. Highest cost, zero maintenance, best ember protection, and already common on Malibu view lots.
Fire-rated composite
Some composite products carry fire ratings expected to comply under the final regulations. Verify the listing before you buy. Most standard composite is combustible.
The critical 5 feet
You may not need to replace the whole fence. A noncombustible gate or panel where the fence meets your house breaks the fuse. On narrow Malibu side yards, it is often one panel.
Fence questions, answered
Do I have to tear out my wood fence right now?
No. The immediate rule covers only new fences once final regulations adopt. Existing fences fall under Phase 2, and the local jurisdiction sets that deadline, up to 5 years after adoption. But Malibu contractor calendars fill fast after every fire season.
My fence line runs along the bluff, nowhere near the house. Does it count?
Only the portions within 5 feet of a structure are Zone 0. A long PCH-parallel fence run is mostly outside the zone; the section where it meets your house, garage, or guesthouse is the part the rule targets.
Does vinyl fencing comply?
No. Standard vinyl is combustible and deforms under radiant heat. Metal, masonry, or verified fire-rated products are the compliant options.
What did Woolsey teach about fences specifically?
Post-fire damage research across ember-driven fires, including IBHS testing, shows attached wood fences acting as fuses that carry flame to the structure. Homes in Malibu neighborhoods like Point Dume lost to ignitions at the property line, not the fire front. That is why fences are named in the draft regulations.
