The Woolsey Fire crossed the Santa Monica Mountains in a single wind-driven run on November 9, 2018, and burned to the sand. An analysis of aerial imagery and property records by the Los Angeles Times and Zillow found at least 670 structures destroyed inside Malibu city limits, including more than 400 single-family homes.
Most of those homes were not touched by a wall of flame. Wind-blown embers landed in mulch beds, wood fences, and dry plants pressed against siding. The first five feet decided which houses stood the next morning.
Six years later the December 2024 Franklin Fire repeated the lesson on a smaller scale: 4,037 acres through Malibu Canyon and Serra Retreat, 20 structures destroyed, and Pepperdine students sheltering in place. Zone Zero exists for exactly this pattern.

Clear the five feet
Mulch, dead plants, firewood, stored items: all of it leaves the 0–5 ft zone. Estimated deadline 2027–2028.
Replace what burns
Combustible fences, gates, and attached decks in the zone get replaced. The local jurisdiction sets the deadline, up to 5 years after adoption.
New fences & rebuilds
No new combustible fences in Zone Zero once regulations adopt. Woolsey rebuilds still in the pipeline meet Zone Zero from day one.
Harden vents now
Ember-resistant vents are the highest-value upgrade you can make today. Malibu's own free home assessments flag them first.
LA County Fire enforces it. The City of Malibu goes further.
Malibu contracts its fire protection to the Los Angeles County Fire Department, whose stations inside the city (including Stations 88, 99, and 71) respond to every Malibu incident and run the county's defensible-space program. Enforcement of Zone Zero is education-first under the April 2026 draft.
On top of the county layer, the city runs its own wildfire staff: Malibu's Fire Safety Liaisons, a program the city started in 2021 and has since expanded. They offer free home wildfire hardening assessments booked through City Hall, plus a free hazard tree removal program. Few California cities give homeowners this much help before an inspector ever shows up.

Doesn't Malibu already require brush clearance?
Yes, and Zone Zero is different. Brush clearance is about vegetation across your defensible space. Zone Zero regulates everything in the first 5 feet: mulch, wood fences, stored items, and attached combustible structures. It is the strictest layer, and it is new.
Who enforces Zone Zero in Malibu?

Final regulations are expected late 2026. New-fence and rebuild rules apply immediately at adoption. Phase 1 clearing for existing homes is estimated for 2027 to 2028, and Phase 2 structural replacement follows on the local jurisdiction's schedule, up to 5 years after adoption.
